From 1 June 2019, the only payments that landlords or letting agents can charge to tenants for new contracts are:

Payments associated with early termination of the tenancy, when requested by the tenant, the tenant will be required to pay the rent until a new tenant is found and the landlords fees associated with the reletting of the property, amount not more than the landlords costs.
Interest payments for the late payment of rent (up to 3% above Bank of England's annual percentage rate);
Reasonable costs for replacement of lost keys or other security devices; Charge for keys for all parties and time spent at ’15 per hour
